Question: Can I use ProQuest RefWorks to cite websites, with Microsoft Word, or with Google Docs?

Yes. From the upper menu in the blue bar, select Tools. Selecting Tools from the drop-down menu provides options for RefWorks add-ons for Microsoft Word and Google Docs.

MS Word 2016 and above should install RefWorks Citation Manager (RCM) from the Microsoft Store within Word. Older versions of Word can install Write-n-Cite linked on the page.
